Sen. Barbara Boxer, D-Calif., told a Monday rally in Burlington that Democrats must win control of the House and Senate to restore the system of checks and balances between Congress and the White House.

"That's what the founders wanted," she told a noontime crowd of 300 supporters of independent Senate candidate Bernie Sanders at City Hall. "It was King George then, and now we've got another one who doesn't care about Congress."

Boxer, serving her third term in the Senate, said the country has been harmed by a Republican-controlled Congress that has become "subservient, a rubber stamp," for President Bush's policies.

"Bernie, I cannot wait to hear your sweet tones on the floor of the United States Senate," Boxer said as Sanders grinned.

She also endorsed Democrat Peter Welch, who is running against Republican Martha Rainville for the lone Vermont House seat held by Sanders since 1991. Sanders, an independent, is running for the Senate seat with the backing of national and state Democrats.
