Santorum stalls as Casey idles in lead

Sen. Rick Santorum always pointed to the end, to the campaign's final weeks, when he would be poised for another one of his comeback victories.

That time has arrived, and little seems to be moving voters.

Not the questions about Democrat Bob Casey Jr.'s ethics, or the commercials aimed at smoothing Santorum's harder edges. Not the attempts to debate 10 times.

Stuck at 40 percent in surveys and anxious to draw Casey into a public debate, Santorum shifted his TV ad campaign last week back to illegal immigration, one of his sharper differences with an opponent who can be difficult to pin down. Santorum voted against a Senate immigration bill - critics call it an amnesty measure - that Casey said he supports.

"The toughest part of this campaign is he doesn't take positions," Santorum said. "He doesn't say anything."

Casey has long disagreed with that characterization, once distributing a list of 30 issues he has addressed.
