If President Bush did not spend billions every month on the Iraq war, U.S. Sen. Robert Menendez, D-Hoboken, said Monday, there would be more tax dollars left to support initiatives favored by the local business community, such as higher education, mass transportation, health care and research and development.

Eight days before the election, Menendez addressed about 60 members of the Chamber of Commerce Southern New Jersey, stressing those blue-state themes that he hopes will win him an elected term in the Senate against state Sen. Thomas H. Kean Jr., R-Westfield.

A congressman since 1993, Menendez, 52, was appointed in January by Gov. Jon S. Corzine to take the seat he left after being elected to the state office.

Menendez described himself repeatedly as a candidate for change in an era when citizens are "crying out for change" from Republican leaders in Washington who "stifle dissent" and manage revenues with an unprecedented "recklessness."

Bush's answer to the runaway deficit, he said, is either to cut funding for programs or shift federal responsibilities onto the states, at the same time handing out tax breaks to millionaires.
