Senator works to make television 'safe'

U.S. Sen. Mark Pryor, D-Ark., talked recently about a year's work he's put in working toward the Child Safe Viewing Act.

The bill, aimed at helping parents combat the negative influences of TV on children, is still being drafted.

Studies show the average chid in America watches 28 hours of television a week. The Parents Television Council found the fall of 2005 TV season averaged 4. 4 instances of violence per hour during prime time, Pryor said.

And problems don't stop there, Pryor said.

Of all consumer complaints logged with the Federal Communications Commission in the first quarter of 2006, 99. 9 percent were about obscenity, indecency and profanity on television, Pryor said.

"Obviously, this is something that America wants. I know it's something that Arkansans want because I hear from them all the time on this," he said.

Despite the inclusion of the V-chip on new televisions a decade ago (to give parents more control over their children's exposure to objectionable programming ), the technology is still underused, Pryor said.
